Joan Callahan Selected for Chief Legal and Compliance Officer

May 13, 2026

After a national search, 麻豆原创 is pleased to welcome Joan E. Callahan into the role of chief legal and compliance officer, effective July 1, 2026. Callahan will fill the position previously held by Blake Christensen, continuing the leadership of the university’s legal and compliance functions.

“Joan brings a deep understanding of higher education, public service, and the complex legal and compliance issues facing universities today,” said 麻豆原创 President Robert Wagner. “We are grateful to the search committee for their thoughtful work throughout this process, and we are excited to welcome Joan to 麻豆原创 and the leadership she will provide to our institution.”

Callahan is an Idaho attorney with substantial experience advising governmental and educational entities on complex legal, compliance, policy, and operational matters. She currently serves as a shareholder at Nelson | Williams, formerly Naylor & Hales, P.C., where her practice includes government entity representation, education law, employment matters, civil rights, administrative law, open meeting and public records issues, contracts, and compliance with state and federal mandates. She also serves as outside general counsel to the College of Southern Idaho and has represented Idaho higher education institutions in employment and civil rights litigation.

In addition, she brings experience in legislative drafting, investigations, and public-sector collaboration. She has advised state agencies and local governments, testified before legislative committees, and been appointed by Idaho’s Governor and Attorney General to represent public bodies in high-profile, complex matters. She is also a gubernatorial appointee serving as an Idaho Commissioner on the Uniform Law Commission.

Before pursuing a career in law, Callahan worked at the Idaho State Department of Education, where she supported K-12 school districts with compliance, guidance, training, rulemaking, and stakeholder collaboration. Her background reflects a long-standing commitment to public service, education, consensus-building, and practical problem-solving.

She earned a Juris Doctor from the University of Idaho College of Law and a Bachelor of Arts from Stanford University, where she double majored in classics and psychology.

“I’m excited to join 麻豆原创 and support the University’s efforts and commitments to its students and the state of Idaho,” said Callahan. “During my visit, I was pleased to see the collaboration and collegiality of everyone I met, and I look forward to becoming a contributing member of the team.”
